Transparency Strongly Improves Village Fund Management in Jambi, Indonesian Study Finds
Researchers from Universitas Jambi have found that transparency and accountability significantly improve village fund management in Renah Pamenang District, Jambi Province, while community participation alone showed little direct impact. The 2026 study examined how local governance practices affect the effectiveness of village fund allocation and oversight amid rising concerns about corruption and misuse of public funds in Indonesia’s rural areas.
The research was conducted by Ragil Rahmad Hidayat, Yudi, and Aegisia Sukmawati from Universitas Jambi. Their findings were published in the 2026 edition of Jurnal Multidisiplin Madani (MUDIMA). The study focused on villages in Renah Pamenang Subdistrict during 2024, a period when public scrutiny of village fund governance continued to intensify across Indonesia.
Village Funds Remain a Critical Governance Issue in Indonesia
Indonesia has more than 75,000 villages, according to national statistics cited in the study. Since the implementation of village autonomy policies under Law No. 6 of 2014, the central government has distributed large amounts of village funds to support local development, infrastructure, community empowerment, and public services.
However, the expansion of village funding has also increased governance risks. The researchers referenced data from Indonesia Corruption Watch showing that from 2015 to 2021, law enforcement agencies handled 581 corruption cases involving village administrations.
These cases have raised national concerns about financial oversight, accountability, and public transparency in rural governance systems. Experts and policymakers increasingly argue that effective village development depends not only on budget size but also on how openly and responsibly the funds are managed.
The Universitas Jambi researchers investigated whether community participation, accountability, and transparency directly influence the quality of village fund management in Renah Pamenang Subdistrict.
How the Study Was Conducted
The study used a descriptive quantitative approach and collected primary data through questionnaires distributed directly to respondents in the field.
Researchers selected 70 participants through purposive sampling. The respondents included:
- Village heads
- Village officials
- Members of Village Consultative Bodies (BPD)
- Community members involved in village planning
The study analyzed three independent variables:
- Community participation
- Accountability
- Transparency
These variables were then compared against the effectiveness of village fund management using multiple linear regression analysis with SPSS statistical software.
Researchers also conducted validity, reliability, normality, and multicollinearity tests to ensure the data met statistical standards.
Transparency Produced the Strongest Effect
Among the three governance variables examined, transparency showed the strongest influence on village fund management.
The statistical analysis produced a regression coefficient of 0.412 for transparency, with a significance level of 0.000, indicating a highly significant relationship.
Researchers concluded that openness in reporting and communicating village fund allocation improves the quality and effectiveness of financial management. Villages with stronger transparency practices were more likely to demonstrate accountable fund usage and better governance outcomes.
According to the researchers from Universitas Jambi, transparent village administrations help communities understand how public resources are used, strengthening trust and reducing opportunities for misuse.
The study emphasized that transparency includes public access to budget information, reporting mechanisms, and explanations regarding ongoing and planned village programs.
Accountability Also Improved Fund Management
Accountability emerged as another major factor influencing village fund management.
The analysis showed a regression coefficient of 0.215 with a significance level of 0.040, indicating that stronger accountability practices positively affect the quality of village financial administration.
The researchers explained that accountability requires village governments to report and justify every stage of financial management, from planning and implementation to reporting and evaluation.
In practical terms, accountability means village officials must provide clear explanations regarding how funds are spent and whether development programs align with community priorities.
The study noted that accountable governance is closely linked to the principles of good governance promoted in Indonesia’s public administration reforms.
Community Participation Alone Was Not Statistically Significant
One of the study’s most notable findings was that community participation did not significantly affect village fund management when analyzed independently.
The statistical test produced a significance value of 0.126, exceeding the standard threshold for significance.
Researchers suggested that public participation in village planning and oversight may still be largely ceremonial in some communities. Limited understanding of budgeting processes, weak deliberation mechanisms, and poor documentation of citizen feedback may reduce the practical influence of community involvement.
The study explained that while residents often attend village meetings, their participation may not yet translate into meaningful oversight or decision-making power.
However, when combined with accountability and transparency, community participation still contributed positively to overall village fund management outcomes.
Combined Governance Factors Explained More Than Half of Management Quality
The research found that community participation, accountability, and transparency collectively explained 53.5% of the variation in village fund management quality.
The statistical model produced an R² value of 0.535, suggesting that governance practices play a major role in determining the effectiveness of village fund administration.
The researchers noted that the remaining 46.5% may be influenced by other factors not included in the study, such as:
- Competence of village officials
- Oversight quality
- Human resource capacity
- Administrative systems
- Political dynamics
The findings suggest that improving governance structures could significantly strengthen rural financial management across Indonesia.
Implications for Rural Governance and Public Policy
The study offers practical recommendations for local governments, policymakers, and anti-corruption institutions.
For village administrations, the findings highlight the importance of transparent reporting systems, open communication, and stronger accountability mechanisms. Public trust appears to increase when communities can easily access information regarding village budgets and development projects.
For policymakers, the research reinforces the need for governance training programs targeting village officials and community institutions. Strengthening financial literacy and administrative competence may improve the effectiveness of decentralized public spending.
The researchers also recommended expanding future studies across multiple districts and incorporating additional variables such as civil servant competence and organizational commitment.
As Indonesia continues expanding village autonomy and rural development programs, the study suggests that transparency and accountability may remain the most important safeguards against financial mismanagement.
