Civil Servant Competence Emerges as Key Driver of Performance in Ponorogo Secretariat

A 2025 study by Muhammad Mustofa Fahmi from Universitas Slamet Riyadi finds that civil servant competence is the most decisive factor influencing employee performance at the Regional Secretariat of Ponorogo Regency. Many civil servants have yet to meet competency standards, while weak organizational culture and ineffective supervision often limit productivity. In Ponorogo, performance gaps are still visible, including delays in task completion.

The research applies a questionnaire-based survey and statistical analysis to identify the most influential factors. This approach provides a clear, data-driven understanding of how internal organizational elements shape employee performance.

  • Civil servant competence has the strongest and most significant effect on performance (β = 0.475)
  • Organizational culture positively and significantly influences performance
  • Supervision also has a positive and significant effect
  • Supervision does not moderate the competence–performance relationship
  • Supervision strengthens the influence of organizational culture on performance
  • All variables explain 68.2% of performance variation

These findings confirm that highly competent civil servants consistently deliver strong performance regardless of supervision levels. In contrast, organizational culture becomes more effective when reinforced by strong supervision.
