Chusnul Chotimah and Hapzi Ali from the Doctoral Program in Economics at Bhayangkara Jaya University examined the role of strategic leadership in driving sustainability transformation and formulated the Integrated Sustainability Leadership Framework (ISLF) for the general insurance industry in Indonesia. Highlighting the dynamics of the period from 2021 to the first semester of 2026 with a case study of PT Asuransi Bhakti Bhayangkara, this research is crucial amid waves of consolidation, digitalization, and the implementation of sustainable finance in the financial services sector.

The national insurance industry currently faces landscape changes that require compliance with minimum capital requirements based on POJK Number 23 of 2023, triggering corporate actions such as mergers and organizational restructuring. However, previous literature has generally discussed strategic leadership and sustainability separately, failing to comprehensively explain how leadership orchestrates organizational transformation toward sustainable business.

This research applied a conceptual approach through an integrative literature review and theory building, supported by contextual empirical evidence from the Indonesian general insurance industry.

  • Strategic leadership has proven to act as a dynamic capability that integrates sustainability orientation into governance, organizational capabilities, innovation, stakeholder management, and corporate transformation.
  • This research successfully formulated the Integrated Sustainability Leadership (ISL) concept and the ISLF framework model linking strategic leadership, governance, merger readiness, Environmental, Social, and Governance (ESG) integration, dynamic capabilities, organizational resilience, and sustainable competitive advantage.

According to Chusnul Chotimah and Hapzi Ali from Bhayangkara Jaya University, this framework not only enriches strategic management literature but also functions as a practical reference for insurance company leaders in designing adaptive, resilient, and long-term value-oriented post-merger organizational transformations.
