Digital Capabilities Become the Key Driver of Government Banking Innovation

Ali Abdzaid Jebur and Ahmed Mashaan Fleifel from Al-Furat Al-Awsat Technical University, Iraq, published a pivotal study in August 2026 examining the impact of digital capabilities on organizational innovation in government banks across the Babylon Governorate. This research is highly crucial as it proves that acquiring cutting-edge technology yields no optimal impact without being balanced by internal employee capabilities and adaptive organizational governance.

Amid technological disruption and fast-paced public service demands, government financial institutions frequently face structural challenges and rigid bureaucracies. The ownership of digital infrastructure is often viewed merely as physical assets, whereas the key to innovation success lies in how organizations integrate systems, manage data, and build sustainable learning cultures for their workers.

To test this, the study applied a descriptive-analytical quantitative method involving 200 government bank employees in the Babylon region as respondents. Primary data were gathered using a structured Likert-scale questionnaire and analyzed via SPSS software to measure validity, reliability, correlation, and multiple regression between variables.

Statistical analysis revealed several significant key findings:

  • Digital capabilities possess a very strong positive relationship with organizational innovation, showing a correlation coefficient of $r = 0.746$ ($p < 0.001$).
  • Collectively, all dimensions of digital capabilities explain up to 61.0% of the variance in organizational innovation ($R^2 = 0.610$).
  • Digital learning and adaptation capability emerged as the strongest predictor ($\beta = 0.341$) in driving innovation, surpassing the ownership of technology itself.
  • Other dimensions providing significant impacts include digital integration and coordination ($\beta = 0.267$), digital data analysis ($\beta = 0.214$), and basic digital technology ($\beta = 0.183$).

The findings by Ali Abdzaid Jebur and Ahmed Mashaan Fleifel emphasize that digital transformation in the public sector must be viewed as the formation of dynamic capabilities rather than mere equipment investment. Governments and bank management are encouraged to design continuous training programs, break down inter-departmental bureaucratic barriers, and optimize data analytics utilization to continually enhance service quality for the public.
