Realizing a Child-Friendly School: Synergy of Lecturers, Students, and Police to Prevent Bullying at Tegal Jetak Ciruas Elementary School

FORMOSA NEWS - Banten - Sinergy of Lecturers, Students, and Police Strengthens Anti-Bullying Efforts in Ciruas Elementary School. A collaborative educational initiative led by researchers and students from Universitas Bina Bangsa alongside the Banten Regional Police (POLDA Banten) successfully implemented a multi-component anti-bullying program at Tegal Jetak Elementary School in Ciruas, Serang Regency. Left unchecked, these behaviors erode student confidence, reduce academic motivation, and trigger long-term psychological distress, such as anxiety and depression. In response to these risks, the Indonesian government enacted Regulation of the Minister of Education, Culture, Research, and Technology No. 46 of 2023. This mandate requires educational institutions to establish dedicated violence prevention and handling teams. Because primary school represents the formative stage where childhood social dynamics crystallize, researchers identify elementary schools as the most strategic point for anti-bullying interventions. Traditional single-lecture approaches, however, often fail to leave a lasting impression on young children. To overcome this limitation, the Universitas Bina Bangsa team developed an experiential, multi-stakeholder model aligning academic instruction, law enforcement authority, and creative performance.

A Multi-Component Educational Methodology

The intervention took place at Tegal Jetak Elementary School in Ciruas District, Serang Regency, targeting primary students through a structured, participatory framework. Rather than relying solely on abstract explanations, the project integrated four distinct phases designed to appeal to children's cognitive and emotional development:

• Core Educational Session: Dr. Nuryati delivered an interactive lecture defining the spectrum of bullying behavior including covert social exclusion and outlined concrete action steps for victims and bystanders.
  
• Legal Awareness Module: Officer Fadli Hidayat from POLDA Banten presented the legal dimensions of bullying, educating students on how school intimidation intersects with child protection laws and statutory regulations.
  
• Student Semi-Drama Performance: University students from KKM Group 21 staged a short theatrical performance illustrating typical bullying scenarios and modeling safe, assertive responses.
  
• Non-Verbal Pantomime Act: Two elementary students from Tegal Jetak Elementary School performed a wordless pantomime, conveying messages of empathy, mutual respect, and peer support.

• High Engagement Through Applied Arts: Observational data showed that the theatrical semi-drama and pantomime segments generated the highest levels of student attention and emotional resonance.
  
• Law Enforcement Contextualization: The participation of POLDA Banten helped students recognize that bullying carries real-world legal consequences beyond internal school discipline.
  
• Positive Behavioral Reinforcement: Active student participation was reinforced when School Principal Titin Suhartini awarded souvenirs to students who correctly answered questions during the interactive Q&A session.
  

Real-World Impact and Institutional Implications
The findings from Universitas Bina Bangsa highlight the tangible benefits of cross-sectoral collaboration in primary education. By bringing together university researchers, student facilitators, law enforcement officers, and school administrators, the project provides a scalable framework for fulfilling national child protection mandates. Establishing a safe classroom environment is a prerequisite for effective learning. By equipping bystanders with the knowledge to intervene and report misconduct, multi-stakeholder programs disrupt the social dynamics that sustain bullying. Educational policymakers and school boards can replicate this low-cost, art-based socialization model across other regional districts to foster sustainable, child-friendly learning environments.
