FORMOSA NEWS - Jakarta - PMBOK Framework Helps School Foundation Upgrade Online Learning Despite Schedule Delays and Scope Creep. In an effort to modernize learning management, researchers evaluated the application of the Project Management Body of Knowledge (PMBOK) framework in developing a centralized online learning system at the XYZ Education Foundation. The study was conducted by Mochammad Bagus Priyantono, Akhmad Unggul Priantoro, and Agung Prihartono from Universitas Budi Luhur. Published in August 2026, the research tracked the project life cycle from January to August 2025. The findings highlight how applying PMBOK standards improved quality control, budget adherence, and cross-departmental communication, while also revealing critical vulnerabilities in scope, resource, schedule, and risk management.

Background and Context

Educational institutions increasingly rely on digital platforms to streamline learning activities. Before developing the centralized platform, the XYZ Education Foundation—which operates levels from kindergarten through high school—relied on fragmented, non-integrated tools like instant messaging apps and manual file sharing. This fragmented environment led to inefficient administrative tracking and potential data management errors. Adopting an integrated e-learning platform was chosen to unify learning material distribution, assignment tracking, and assessment management across all educational levels.

Research Methodology
The researchers utilized a qualitative case study with an evaluative descriptive approach to assess how well actual project activities aligned with PMBOK standards. Data was collected through primary interviews with school principals, system administrators, teachers, and technical development teams, alongside direct observations and document analyses of system test results and project reports. The team evaluated execution across PMBOK’s five core process groups—initiating, planning, executing, monitoring and controlling, and closing—and nine key knowledge areas.

Key Findings
The evaluation revealed mixed results across the project’s management domains:

  • Cost and Procurement Management: The project stayed within budget without cost overruns, effectively utilizing allocated technical infrastructure.
  • Quality Management: Systematic testing, debugging, and retesting caught data display errors and assessment calculation issues prior to launch, ensuring operational stability.
  • Communication and Stakeholder Engagement: Structured meetings enabled collaboration among the IT Unit, Curriculum Unit, and school leadership. Conflicts between technical timelines and academic features were resolved through executive leadership oversight.
  • Scope Creep and Schedule Delays: Unplanned feature requests from the Curriculum Unit caused scope creep. Originally planned for completion by late July 2025, realization was delayed by two weeks to mid-August 2025.
  • Resource and Risk Limitations: Server RAM capacity was restricted during implementation due to budget approval delays, requiring software optimization. Additionally, project risks were handled reactively because formal risk registers and mitigation plans were not documented in early phases.

The research demonstrates that structured project management frameworks like PMBOK provide essential governance for digital transformations in multi-level academic institutions. For educational administrators and IT project managers, the study underscores the necessity of establishing clear scope validation mechanisms, buffer schedules, and formal risk registers early in development. Integrating robust risk mitigation and realistic hardware provisioning prevents operational delays, ensuring software deployments meet both pedagogical needs and technical stability requirements.
