Recent research by Pt Diko Paramarta, Ni Luh Putu Agustini Karta, and Saortua Marbun from Universitas Triatma Mulya in the second quarter of 2025 reveals the psychological dynamics of regional civil servants
Bureaucratic reforms in Indonesia have been continuously implemented to produce professional public servants
To identify the root of the problem, the research team conducted a census of 66 civil servants at the Tabanan Regency BKPSDM
The results of this study challenge several traditional assumptions regarding public sector productivity:
- Direct Impact of Work Passion: Employees' emotional identification and love for public service tasks are proven to directly improve performance
. However, this high work passion does not affect their level of job satisfaction due to bureaucratic structural barriers that limit autonomy . - Motivation Does Not Directly Translate to Performance: High work motivation does not directly improve employee performance
. Motivation is merely an initial drive that only yields maximum performance if the organization successfully meets those employees' expectations . - Job Satisfaction as the Main Determinant: Job satisfaction acts as a vital mediator
. Employees who are satisfied with supervisory support, their work environment, and the reward system will translate their motivation into tangible, high-quality productivity .
The impact of this research demands a restructuring of human resource management strategies in local government agencies
