In 2026, a community service team from Universitas Alwashliyah Medan led by Joharsah and her colleagues successfully implemented a community-based legal education program to strengthen constitutional awareness and national identity for Indonesian youth in Malaysia. This program is crucial amidst the dynamics of globalization and international mobility, where diaspora youths are vulnerable to a decline in attachment to national values due to living in a multicultural environment.

Background and Context

Living abroad requires young Indonesians to not only adapt to the legal system of the host country but also to adhere to constitutional values and identity as Indonesian citizens. Unfortunately, most diaspora youths have limited understanding of their constitutional rights and obligations due to minimal access to structured legal education programs.

Implementation Method

To address these challenges, the service team applied a Community-Based Participatory Approach at Sanggar Bimbingan At-Tanzil, Kuala Lumpur. The series of activities was designed interactively through initial needs assessment, legal education, case-based discussions, reflection, and program evaluation that encouraged participants to actively build understanding through collaborative dialogue.

Main Findings

Based on evaluation results published in the Jurnal Pengabdian Masyarakat Bestari, this program proved to deliver significant positive impacts:

  • Participants showed a clear increase in understanding regarding constitutional principles, rights, and obligations of citizens.
  • A higher legal awareness emerged along with a strong commitment to maintaining Indonesia's national identity amidst a multicultural environment.
  • Participants became more confident in analyzing legal cases and actively participated in group discussions and critical reflection.

Implications and Impact

According to Joharsah and the team from Universitas Alwashliyah Medan, participatory constitutional education is an effective and sustainable strategy to build civic competence among the diaspora. This initiative not only strengthens legal literacy but also supports the achievement of Sustainable Development Goals (SDGs), specifically SDG 4 on quality education and SDG 16 regarding peace, justice, and strong institutions.
