Research Methodology
The researchers conducted a quantitative census study encompassing all 52 Hamlet Heads in Kemuning District. Data was collected through structured Likert-scale questionnaires, field interviews, and official administrative documentationTo evaluate the complex relationships between variables, the team utilized Partial Least Squares Structural Equation Modeling (PLS-SEM) executed via SmartPLS software. Leadership accountability was assessed across five structural dimensions:

  • Robust Measurement Quality: Construct validity and internal reliability were firmly established, with Composite Reliability scores reaching 0.879 for leadership accountability and 0.911 for human resource quality, alongside Average Variance Extracted (AVE) values exceeding $0.50$.
  • Implementation Realities: Official training records revealed that while various leadership and governance development programs achieved target reach, actual field implementation varied between 71% and 78%, underscoring the ongoing need for consistent oversight.
