CitraLand Cirebon Planned as a Greener Residential Area with Sustainable Drainage

FORMOSA NEWS - Cirebon - A study by Erick Wahyu Frisdiantoro and Awliya Tribhuwana from the Department of Civil Engineering, Faculty of Engineering, University of Swadaya Gunung Jati, Indonesia, has assessed the development of the CitraLand Cirebon residential area and proposed strategies to make its future growth more sustainable. Published in 2026, the study examines land suitability, roads, drainage, public facilities, utilities, green open space, and compliance with spatial planning regulations. The findings show that CitraLand Cirebon already has relatively adequate accessibility and basic infrastructure, but several components still need improvement to support long-term residential quality and environmental resilience.

CitraLand Cirebon is an integrated residential development in Cirebon City, West Java, that continues to expand as housing demand increases. At the time of data collection, the development covered approximately 40 hectares, with construction reaching around 38% of the master plan. The assessment included completed housing clusters, transportation networks, drainage infrastructure, public and social facilities, open spaces, and other supporting services.
The study highlights a growing challenge for urban housing development: building homes alone is not enough to create a livable neighborhood. Residential areas also need reliable roads, drainage, clean water, electricity, public facilities, green spaces, and land-use planning that is consistent with regional regulations.

A comprehensive assessment of the residential area

Frisdiantoro and Tribhuwana used a case-study approach supported by field observations and documentation. They compared existing conditions with planning documents, spatial regulations, and information provided by the developer. This approach allowed the researchers to evaluate how the existing development corresponds with planned land use and applicable spatial policies.

The detailed spatial analysis covered 343,017 square meters, or approximately 34.3 hectares. Residential areas accounted for 26.05% of the planning area, followed by road networks and drainage at 21.74%, future development land at 23.55%, green open space at 13.48%, commercial areas at 8.37%, and public and social facilities at 6.81%. The analysis found 100% compliance with the regional spatial plan (RTRW) for urban housing zones.

Transportation conditions were also considered favorable. The development uses a road hierarchy that separates major traffic routes from neighborhood access roads. The main boulevard has a 14-meter-wide median, while cluster roads are approximately 6 meters wide. Based on the Indonesian Highway Capacity Manual (PKJI 2023) framework, the calculated traffic saturation level was 0.47, indicating stable traffic conditions.

Rainfall and drainage remain important concerns

Water management is one of the most significant aspects of the proposed development strategy. The researchers examined maximum daily rainfall data from 2016 to 2025 and found considerable annual variation. The highest recorded value reached 210 millimeters per day in 2025.

The hydrological assessment found that the Cikalong River has sufficient capacity to accommodate runoff from the surrounding catchment and the residential development. CitraLand Cirebon's contribution was estimated at only 0.371% of the river's total carrying capacity. According to the study, localized flooding is therefore more strongly associated with riverbed sedimentation and channel constriction than with additional runoff generated by the residential development.

Even so, the researchers recommend strengthening stormwater management as the residential area continues to grow. Their main proposal is the construction of three retention basins distributed across strategic housing clusters.

The proposed retention system would cover a combined area of 9,275 square meters with a uniform depth of 2 meters. It would provide a gross storage capacity of approximately 18,550 cubic meters, including 11,130 cubic meters of effective storage designed to temporarily hold peak runoff before controlled discharge toward the Cikalong River. Additional storage would accommodate sediment and provide freeboard to reduce overtopping risks.

Green infrastructure can serve multiple purposes

One of the study's notable recommendations is to combine flood-control infrastructure with recreational and green-space functions.

The areas surrounding the proposed retention basins could be integrated into a multifunctional landscape featuring a 1,500-square-meter modern sports center, including facilities such as padel or tennis courts and jogging tracks. This approach is projected to increase green open space from 20.3% to 23.0%, representing a net increase of approximately 2.70 percentage points.

The proposed design could provide benefits beyond flood management. By integrating retention ponds, landscaped areas, sports facilities, and social spaces, infrastructure normally viewed as purely technical could become part of the neighborhood's public environment. The researchers suggest that this strategy could contribute to improved microclimate conditions, residential comfort, social activity, and long-term property value.

Phased development recommended

The researchers conclude that CitraLand Cirebon has strategic potential for sustainable eco-development. The analyzed 34.3-hectare area is located within Planning Sub-Zone D (SWP D), Harjamukti District, and the proposed development is aligned with the spatial planning and disaster-risk regulations referenced in the study.

Frisdiantoro and Tribhuwana recommend that future development proceed in phased and well-governed stages. Road networks and eco-drainage infrastructure should remain priorities, while commercial areas need to be organized carefully so that economic activity does not reduce residential livability.

The researchers also emphasize the importance of maintaining public facilities, green spaces, and retention ponds after construction. Long-term maintenance will be essential to ensure that the infrastructure continues to function as intended as the city and residential population grow.

The study ultimately presents residential development as a balance between housing demand, infrastructure capacity, environmental protection, and urban planning. For developers and local authorities, the CitraLand Cirebon case suggests that integrating land-use planning with green infrastructure can help create residential areas that are not only functional today but also more resilient to future environmental pressures.
