Village-Level TPKJM Socialization Improves Mental Health Management Capacity in Kalimantan

A community service team from Universitas Ngudi Waluyo has successfully improved stakeholder understanding of mental health through the socialization of the Community Mental Health Implementation Team (TPKJM) in West Kotawaringin Regency in 2025. This program is crucial for addressing mental health challenges at the grassroots level, such as low rates of early detection and delayed referrals.

Background and Issues

Mental health is a vital component of public well-being, yet it is often overlooked. Data from the 2018 Basic Health Research (Riskesdas) showed that the prevalence of mental-emotional disorders in Indonesia reached 9.8%. Although the regency government had previously established a TPKJM at the regency level, its effectiveness was hindered by the lack of operational units at the sub-district and village levels. This resulted in sporadic, reactive case management and a lack of cross-sectoral coordination.

Methodology

The activity utilized a community engagement approach that emphasized multisectoral collaboration. A total of 106 participants, including heads of community health centers (Puskesmas), sub-district and village officials, and health cadres, participated in interactive socialization sessions. The team used pre-tests and post-tests to measure improvements in mental health literacy, understanding of TPKJM structures, and procedures for managing People with Mental Disorders (ODGJ).

Key Findings

Evaluation results showed a significant increase in participant understanding following the socialization:

  • Before the activity, 19.8% of participants were in the "low" knowledge category, 64.1% in "moderate," and 16.0% in "high".
  • After the socialization, no participants remained in the "low" category, while 64.1% had achieved a "high" level of understanding.
  • The mean understanding score increased from 79.94 to 86.59.

Implications and Impact

This capacity building serves as a crucial initial step toward establishing a responsive and integrated mental health system down to the village level. Through the formation of TPKJM at the sub-district and village levels, processes for early detection, support, and rehabilitation are expected to become more systematic. According to Muhammad Yunani and his team from Universitas Ngudi Waluyo, the sustainability of this program requires formal regulatory support, budget allocations, and routine monitoring to ensure mental health remains a priority in village development planning.
