Human Resource Quality Emerges as the Key to Improving Learning Quality in Kaimana Schools

KAIMANA – Human resource quality has emerged as the most critical factor in improving learning quality in senior high schools and vocational schools in Kaimana Regency, Papua Barat. A study conducted by Sahri, Triyadi, and Yunus found that educational management strategies—including learning planning, school management, technology utilization, and performance evaluation—have a significant impact on both human resource quality and learning quality. The findings were published in the International Journal of Business and Applied Economics (IJBAE), Volume 5, Issue 3, in 2026.

The study is particularly important because improving educational quality in Indonesia’s disadvantaged, frontier, and outermost (3T) regions remains a major challenge. Despite ongoing investments in educational infrastructure and government programs, disparities in learning outcomes continue to exist. The research highlights that sustainable educational improvement requires not only physical resources but also stronger human resource capacity among teachers and school administrators.

The research was conducted in senior high schools and vocational schools across Kaimana Regency using a quantitative approach. The researchers analyzed the relationships among learning planning, school management, technology implementation, performance evaluation, human resource quality, and government policies in shaping learning quality.

The findings revealed that performance evaluation is the most influential factor in improving human resource quality. Technology implementation and government policy support also contribute significantly to learning quality. Human resource quality was found to serve as the primary link between educational management strategies and improved learning outcomes.

According to Sahri, Triyadi, and Yunus, human resource quality is the most important element in educational transformation. Educational programs and policies are likely to produce greater results when accompanied by continuous professional development for teachers and educational staff.

The research also emphasizes that educational technology can improve learning quality when it is integrated effectively into teaching practices. Therefore, training and mentoring programs for teachers are essential to ensure that technology is not merely available but is actively used to support classroom learning.

For local governments and education policymakers, the findings suggest that efforts to improve educational quality in remote regions should focus on strengthening human resource capacity. Continuous professional development programs, effective performance evaluation systems, and policies tailored to local needs can serve as key strategies for enhancing educational outcomes.

The researchers recommend future studies using longitudinal and mixed-method approaches to gain a deeper understanding of the factors influencing learning quality over time. Additional variables such as school organizational culture, transformational leadership, and students’ socioeconomic conditions should also be considered to develop a more comprehensive educational management model.
