The research highlights the importance of human resource development in strengthening public services. Competent and professional government employees are essential to ensuring faster, more efficient, and more accountable administrative services for the community.
The Tigapanah District Office serves as one of the frontline government institutions responsible for delivering public services at the subdistrict level. However, administrative records in 2025 showed that several types of services had not reached their targeted completion rates. These challenges prompted researchers to examine how human resource management strategies could enhance employee performance and service quality.
According to the study, the district office employs 22 staff members, consisting of 16 men and six women. Most employees belong to Grade III civil service positions, indicating that the institution relies heavily on operational personnel who directly handle public services.
To explore the issue, the researchers adopted a descriptive qualitative approach. Data collection was carried out from October 2025 to February 2026 through interviews, observations, and documentation. Informants included the District Head, District Secretary, division heads, section heads, and employees involved in human resource management.
The researchers analyzed the data using reduction, presentation, and conclusion techniques supported by triangulation to ensure the validity and consistency of the findings.
Training and Mentoring Improve Performance
The study found that the Tigapanah District Office has implemented several human resource development initiatives, including:
- Employee training programs;
- Coaching and supervision by leaders;
- Periodic performance evaluations;
- Proper task allocation;
- Reward and punishment mechanisms.
These programs have contributed positively to employee competence, work discipline, professionalism, and the quality of public services.
Leadership support was also identified as a major factor behind improved performance. Guidance, motivation, supervision, and opportunities to participate in training programs have helped employees perform their duties more effectively.
According to Liza Altha Gracia Br Ginting and colleagues from Universitas Quality Berastagi, human resource development has strengthened professionalism and service quality, although its implementation still requires continuous improvement.
Digital Skills Remain a Key Challenge
Despite the positive impact, the study revealed that several competencies still need further development. Areas requiring improvement include:
- Information technology utilization;
- Technical skills related to specific job functions;
- Communication and coordination abilities;
- Public service capabilities;
- Data analysis skills;
- Work discipline and responsibility.
The researchers emphasized that digital competencies have become increasingly important as government services continue to adopt technology-based systems.
Budget Constraints Limit Development Programs
The study also identified several obstacles affecting the effectiveness of human resource development programs.
Major challenges include:
- Limited training budgets;
- Insufficient training time;
- Differences in employee capabilities and motivation;
- Heavy administrative workloads;
- Frequent regulatory changes;
- Weak coordination among institutions.
Researchers also observed that some employees tend to focus more on routine administrative tasks than on self-development. This work culture limits innovation and creativity, reducing opportunities for continuous learning.
The study suggests that a more adaptive and collaborative organizational culture is needed to encourage lifelong learning and competency development.
Better Human Resources Can Strengthen Public Services
The findings indicate that improving employee capacity benefits not only individuals but also the overall quality of public services.
Continuous training, stronger digital competencies, structured performance evaluations, and improved internal communication are considered essential to enhancing employee productivity and professionalism.
The results support previous studies showing that leadership, training, organizational communication, and competency development significantly influence employee performance in public institutions.
For local governments, these findings can serve as a reference for designing more sustainable and needs-based human resource policies aimed at improving public service delivery.
