Efforts to reduce unemployment in Bogor Regency are showing promising results through the Bogor Career Center (BCC), a government-led employment service platform designed to connect job seekers with companies and workforce development programs. A recent study conducted by E. Halimatu Sa’diah, Irma Purnamasari, and Berry Sastrawan from Djuanda University, Bogor, found that the BCC Program has been highly effective in improving access to employment information, job placement services, and workforce training opportunities.
The research was published in the International Journal of Applied Research and Sustainable Sciences (IJARSS) in 2026 and evaluated the effectiveness of the Bogor Career Center Program at the Bogor Regency Manpower Office. The findings are particularly important because Bogor Regency experienced an increase in its open unemployment rate in 2025 after five consecutive years of decline. The study provides evidence that integrated employment service programs can play a significant role in addressing labor market challenges and supporting economic development at the regional level.
Unemployment remains one of the most pressing socio-economic issues in many regions of Indonesia. As labor markets become increasingly competitive, job seekers often face difficulties accessing accurate information about vacancies, training opportunities, and recruitment processes. At the same time, employers struggle to identify qualified candidates efficiently.
To address these challenges, the Bogor Regency Manpower Office established the Bogor Career Center (BCC), an integrated employment service platform that provides labor market information, job vacancy announcements, workforce training, and job placement assistance. The platform serves as a bridge between job seekers and employers while supporting government efforts to reduce unemployment and improve workforce competitiveness.
According to the researchers, previous studies have shown that employment programs are most successful when they combine accurate targeting, effective communication, public accessibility, and strong alignment with labor market needs. The effectiveness of digital employment services is also closely linked to public awareness and user engagement. For this reason, evaluating the performance of the BCC Program has become increasingly important as unemployment trends fluctuate in Bogor Regency.
The study used a quantitative descriptive research design involving 57 respondents. Participants included seven program administrators from the Bogor Regency Manpower Office and 50 members of the public who had used BCC services. Data were collected through questionnaires, interviews, observations, and documentation analysis.
The evaluation was based on Sutrisno’s Effectiveness Theory, which measures program performance through five dimensions:
- Program Understanding
- Target Accuracy
- Timeliness
- Goal Achievement
- Tangible Changes
These indicators were used to assess whether the program successfully delivers benefits to its intended users and contributes to employment outcomes.
The results indicate that the Bogor Career Center Program achieved an overall effectiveness score of 4.43 out of 5, placing it in the “Very Good” category. This suggests that the program is functioning effectively and meeting the needs of both job seekers and administrators.
Among the five dimensions, Program Understanding received a score of 4.53. Most respondents reported that they clearly understood the objectives of the BCC Program and knew how to use its services. This finding suggests that the program’s communication and information dissemination efforts have been largely successful.
The Timeliness dimension produced one of the highest scores, reaching 4.67. Users reported that the platform provides quick access to job information and efficient service delivery. Fast access to labor market information is particularly valuable in a competitive job market where timing often determines employment opportunities.
Target Accuracy received a score of 3.95, indicating that the services generally align with labor market demands and the needs of job seekers. However, the study also found opportunities to improve outreach and ensure that more community members are aware of and able to access the available services.
Goal Achievement earned a score of 4.23. Many respondents stated that the training programs provided through BCC helped improve their skills and increase their employability. Notably, 45 out of 50 service users strongly agreed that the training consistently enhanced their competencies and better prepared them for employment opportunities.
The highest score was recorded in the Tangible Changes dimension, which achieved 4.79. Respondents reported experiencing direct benefits from the program, particularly in gaining access to employment opportunities and improving their chances of securing jobs. The researchers identified this dimension as the strongest indicator of the program’s success.
The study also highlighted the program’s contribution to workforce placement. According to official BCC data, the program helped place 5,077 workers in employment during 2024 and 4,243 workers during 2025. These figures demonstrate the program’s practical role in connecting employers with job seekers and supporting labor market integration.
E. Halimatu Sa’diah and her colleagues from Djuanda University emphasized that the effectiveness of employment programs depends not only on the availability of job vacancies but also on how well information is communicated and how effectively training programs prepare participants for industry demands. Their findings suggest that integrated employment platforms such as BCC can serve as valuable tools for reducing unemployment when supported by consistent outreach and workforce development initiatives.
The researchers recommend expanding public outreach through digital media, village offices, and community networks to increase awareness of available services. They also encourage the Bogor Regency Manpower Office to strengthen competency-based training programs and increase collaboration with employers to create more employment opportunities.
Beyond Bogor Regency, the study offers valuable lessons for policymakers across Indonesia. As governments increasingly rely on digital platforms to deliver public services, integrated employment information systems like the Bogor Career Center demonstrate how technology can improve labor market access, strengthen workforce readiness, and contribute to sustainable economic development.
