A 2026 study by Dadang Ismail Marzuki, Bangun, and Haposan
Simatupang from the Republic of Defense University finds that a regional
readiness–based strategy for empowering Indonesia’s Reserve Component (Komcad)
strengthens the core duties of the Indonesian National Armed Forces (TNI),
although implementation remains suboptimal. The findings are significant as
Indonesia faces increasingly complex multidimensional threats that require an
adaptive and integrated defense system.
Modern security threats extend beyond conventional warfare
to include terrorism, cyberattacks, hybrid conflicts, and socio-political
pressures. As an archipelagic nation with more than 17,000 islands, Indonesia
faces major challenges in safeguarding its territory. Limited active TNI
personnel further highlight the strategic importance of the Reserve Component
as a supporting force within the total defense system.
The study applies a qualitative approach using SWOT analysis
(strengths, weaknesses, opportunities, and threats). Data were gathered through
document analysis, defense policy reviews, and conceptual evaluation. The
diagram on page 5 illustrates a structured research flow, from problem
identification to strategy formulation, positioning regional readiness as a key
variable in strengthening defense capacity.
The findings reveal that while Komcad has a strong legal
foundation, it has not been fully integrated into the TNI’s territorial command
system. Key findings include:
- The number of Komcad personnel has grown to over 47,000
- Personnel distribution remains uneven across regions
- Training programs are not yet continuous or standardized
- Integration with TNI command structures is still limited
- Logistical and budgetary support remains insufficient
The study also identifies major constraints, including
limited resources, weak inter-agency coordination, and uneven regional
infrastructure. Indonesia’s geographic complexity as an archipelagic state
further complicates mobilization and force distribution.
The SWOT analysis presented on page 9 highlights an
aggressive (SO) strategy as the primary approach, leveraging internal strengths
to capture external opportunities. Recommended strategies include:
- Digitalizing mobilization systems and Komcad databases
- Developing specialized training, including cyber capabilities
- Strengthening collaboration with local governments and educational institutions
- Building community-based early warning systems
- Modernizing Komcad management through technology

University emphasizes that strengthening Komcad requires more than increasing
personnel numbers. Operational readiness must be ensured through continuous
training, command integration, and adequate logistical support.
The study has important implications for national defense
policy. A region-based reserve component strategy can enhance Indonesia’s
deterrence capability against both military and non-military threats. Involving
civilian elements in the defense system also strengthens overall national
resilience.
In the long term, this strategy supports the transformation
of Indonesia’s defense system into a more modern, adaptive, and
technology-driven model. However, successful implementation depends on policy
integration, increased funding, and stronger coordination among the TNI, local
governments, and civilian sectors.
