Employee Work Attitudes Strengthen Leadership Effectiveness at South Tapanuli Civil Service Agency

Sipirok — Employee work attitudes significantly influence leadership effectiveness at the Regional Civil Service Agency (BKD) of South Tapanuli Regency, according to a 2026 study by Muhammad Arifin Siregar, Sri Adi Astuti Tanjung, Rahmat Kurnia Halomoan Sagala, Sosanna Makaria Sitepu, Yoanda Mahiransyah Sihotang, and Nur M Ridha Tarigan from Universitas Islam Sumatera Utara.

The research highlights that leadership quality in government institutions is not determined solely by managerial authority but is also shaped by employees’ psychological readiness, motivation, and workplace attitudes.

In modern public administration, leadership effectiveness increasingly depends on collaboration between supervisors and staff. Positive work attitudes such as commitment, cooperation, and organizational loyalty contribute directly to stronger leadership performance.

The study involved all 36 employees of the South Tapanuli Regional Civil Service Agency. Data were collected through structured questionnaires and analyzed using Partial Least Square (PLS) statistical modeling.

Results show that work attitude has a positive and significant effect on leadership, with a path coefficient of 0.410 and a significance level of 0.005. This indicates that more positive employee attitudes lead to stronger leadership effectiveness within the organization.

Work attitude was also found to explain 25.5 percent of leadership variation, while the remaining influence comes from other factors such as organizational culture, work experience, job characteristics, and communication patterns.

Overall, employees’ work attitudes were categorized as high, with an average score of 3.66. The strongest indicator was workplace safety and environmental comfort, while career security and working conditions still require improvement.

Leadership performance was also rated high, with an average score of 3.95. Employees assessed leaders positively in terms of cooperation building, task effectiveness, and participatory decision-making.

Muhammad Arifin Siregar from Universitas Islam Sumatera Utara explained that employees with positive attitudes tend to respond more constructively to leadership direction. This strengthens trust relationships and supports participatory leadership styles within government organizations.

The study further confirms that leadership effectiveness emerges from interaction between leaders and employees rather than from authority alone. Supportive workplace environments enable leaders to focus more on strategy development and public service innovation.

For regional governments, the findings provide practical guidance for strengthening administrative performance through human resource development policies. Improving employee motivation, ensuring career stability, and maintaining supportive workplace environments can significantly enhance leadership quality in public institutions.
