Halal Operational Excellence Framework Boosts Small Business Competitiveness Through Islamic Values

A newly developed Halal Operational Excellence (HOE) framework demonstrates that integrating Islamic ethical values with quality management significantly improves the operational efficiency and market competitiveness of small and medium enterprises (SMEs). Designed by researchers Nurul Aziz Pratiwi and Puspo Dewi Dirgantari from the Indonesia University of Education (Universitas Pendidikan Indonesia), the study was published in June 2026. These findings offer a vital roadmap for strengthening the rapidly expanding global halal economy, where small businesses serve as essential drivers of market growth and international trade.

Background and Practical Relevance

The global halal economy represents one of the most dynamic sectors in international commerce, encompassing food, pharmaceuticals, cosmetics, tourism, and financial services. Global Muslim expenditure on halal goods and services continues to surge, with the halal food market alone projected to reach USD 6 trillion by 2034. Small and medium-sized enterprises form the structural backbone of this industry, representing over 95 percent of registered businesses across Muslim-majority nations.

Despite their market dominance, halal SMEs face systemic operational hurdles. Complex halal certification processes, resource limitations, fragmented supply chains, and a lack of standardized quality management tailored to faith-based standards frequently hinder SME growth. Conventional operational excellence models focus strictly on secular management principles, creating an operational gap for businesses that must comply with strict Shariah guidelines across their entire supply chain.

Research Methodology

The research team from Indonesia University of Education implemented a Systematic Literature Review (SLR) guided by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocol. The authors extracted peer-reviewed international studies exclusively from the Scopus database to evaluate existing scholarship at the intersection of halal compliance, quality management, and SME performance.

Out of an initial search retrieving 781 records, the researchers applied rigorous multi-stage screening criteria to select 37 high-quality peer-reviewed articles published between 2019 and 2024. Methodological rigor was evaluated using the Mixed Methods Appraisal Tool (MMAT). The team then applied a hybrid deductive-inductive thematic synthesis to consolidate empirical data into a unified Halal Operational Excellence (HOE) conceptual framework.

Key Research Findings

The synthesis identified five core operational dimensions that constitute the Halal Operational Excellence framework, grounded in four core Islamic values (tayyib, amanah, itqan, and masuliyyah):

  • Halal Certification and Compliance Management: Formal certification acts as a strategic asset, significantly enhancing process consistency, product safety, and regulatory compliance.
  • Halal Supply Chain Integrity: Maintaining end-to-end integrity from raw material sourcing to retail serves as a critical mediator between firm capabilities and overall business performance.
  • Halal Total Quality Management (H-TQM): Combining Total Quality Management with Islamic principles fosters superior organizational discipline, employee dedication, and continuous improvement.
  • Digital Technology Integration: Implementing digital solutions—such as blockchain, RFID, and IoT—substantially improves product traceability and consumer trust.
  • SME Performance and Competitiveness: The systematic adoption of HOE dimensions generates a three-tiered outcome, boosting operational efficiency, market credibility, and long-term financial growth.

Statistical data synthesized in the study highlights that adoption of digital traceability technology among SMEs delivers substantial competitive returns, with certified halal credibility directly driving consumer demand, brand equity, and export market access.

Real-World Impact and Industry Implications

The Halal Operational Excellence framework offers actionable benefits for SME owners, policy architects, and halal certification authorities. For business operators, HOE serves as a practical diagnostic tool to identify operational inefficiencies and prioritize quality investments. For policymakers and certification bodies, the study emphasizes the necessity of supporting SMEs through subsidized digital traceability tools, streamlined certification infrastructure, and capacity-building programs.

Highlighting the strategic value of faith-aligned operational management, the research team emphasized the transformative nature of their framework. "Integrating Islamic ethical values with established quality management tools elevates halal compliance from a basic regulatory requirement into a comprehensive operational capability that drives sustainable competitiveness for SMEs," stated Nurul Aziz Pratiwi and Puspo Dewi Dirgantari from Indonesia University of Education.
