Stronger Governance, Better Climate-Ready Ports, UIN Sunan Ampel Study Finds

FORMOSA NEWS - Surabaya -  Climate-resilient ports depend on more than stronger seawalls and modern engineering. Research by Agus Budiono of UIN Sunan Ampel Surabaya, published in the 2026 Formosa Journal of Science and Technology (FJST), found that institutional coordination, reliable climate risk information, and meaningful community participation play a decisive role in improving climate-adaptive port infrastructure decisions. The findings highlight that governance quality is just as important as engineering solutions in protecting coastal infrastructure from the growing impacts of climate change.

Ports are among the world's most critical infrastructure assets, supporting transportation, trade, logistics, and regional economic development. However, rising sea levels, stronger storms, coastal erosion, extreme waves, and recurrent flooding are increasing the vulnerability of ports, particularly in coastal regions. As climate risks intensify, governments and infrastructure planners face growing pressure to develop ports that remain functional and resilient over the coming decades.

According to the study, many adaptation strategies continue to emphasize technical measures such as raising port elevations, constructing coastal defenses, or reinforcing physical structures. While these investments remain essential, they often overlook governance challenges that influence how adaptation decisions are made. Budiono identifies these overlooked issues as institutional blind spots—situations in which fragmented authority, poor coordination, limited climate information, and insufficient stakeholder engagement prevent institutions from recognizing and responding effectively to climate risks.

To examine these governance challenges, the research adopted a mixed-method sequential explanatory design. The quantitative phase surveyed 120 stakeholders, including government officials, port operators, engineering consultants, and representatives of coastal communities. The qualitative phase involved 24 in-depth interviews with key informants from the same stakeholder groups. Survey results were analyzed using multiple regression, while interview data were examined through thematic analysis, allowing the researcher to combine statistical evidence with real-world experiences from professionals directly involved in port planning and management.
The study identified three major institutional factors that significantly influence the quality of climate-adaptive port infrastructure decisions.

Key findings include:

  • Institutional fragmentation significantly reduced decision quality (β = -0.382).
  • Limited climate risk information also had a significant negative effect (β = -0.315).
  • Community participation produced the strongest positive contribution to decision quality (β = 0.426).
  • Together, these three variables explained 64.8% of the variation in climate-adaptive port decision quality (R² = 0.648).

Interview findings reinforced the statistical analysis. Government representatives described overlapping authority and fragmented responsibilities as major barriers to coordinated adaptation planning. Port operators reported that urgent operational decisions often become delayed because multiple institutions must approve or coordinate infrastructure actions. These governance challenges reduce consistency in long-term climate adaptation planning.

Engineering consultants also highlighted another important issue. Although climate data are increasingly available, transforming scientific projections into practical engineering decisions remains difficult. Several informants explained that infrastructure planning still relies heavily on historical environmental conditions rather than future climate projections, limiting the effectiveness of adaptation strategies.

The research further demonstrates the importance of involving coastal communities. Local residents often observe environmental changes including more frequent tidal flooding, shoreline erosion, and shifting wave conditions before they are formally documented. However, community knowledge is frequently incorporated only during late consultation stages instead of throughout the planning process. The findings suggest that earlier and more meaningful public participation can improve the relevance and practicality of adaptation decisions.

Combining both quantitative and qualitative evidence, the study concludes that climate-adaptive port infrastructure should be viewed as a socio-technical system rather than a purely engineering challenge. Effective adaptation depends on integrating technical expertise, institutional governance, climate information, and local knowledge into a single decision-making framework.

Strengthening cross-sector collaboration can improve decision consistency, while integrating climate risk data into planning processes allows infrastructure investments to better anticipate future environmental conditions. Expanding community participation can also increase public trust and ensure that adaptation strategies reflect local environmental realities.

Beyond port development, the research provides broader lessons for climate adaptation policy. Infrastructure resilience depends not only on physical construction standards but also on institutional capacity to coordinate organizations, manage scientific information, and involve affected communities. This integrated governance approach may help reduce climate-related disruptions while supporting sustainable economic development in coastal regions.
