Cirebon — The use of the Personnel Information System (SIKEP) supports personnel administration at the Cirebon District Court Class IB by helping employees manage personnel data and administrative information digitally. Research by Nur Hanifah and Siti Khumayah from Universitas Swadaya Gunung Jati found that personnel staff were generally able to use SIKEP effectively. However, the system still faces technical problems, including glitches, slow access, server instability when accessed simultaneously, and difficulties when uploading data.
The growing use of digital technology in government administration has changed the way personnel information is managed. Digital systems can help institutions organize employee data, store information, and carry out administrative processes more efficiently. For government institutions, reliable information systems are particularly important because personnel administration involves large amounts of data that must remain accurate, accessible, and properly managed.
Within Indonesia’s judicial system, SIKEP was developed as part of the digitalization of personnel administration. The system supports integrated management of personnel information and is used for various administrative needs. At the Cirebon District Court Class IB, SIKEP has become one of the tools used by the personnel division to manage employee-related information and administrative activities.
The personnel division has an important role in supporting the court’s internal administration. Its responsibilities include managing employee data, attendance information, and various personnel reports. The availability of an integrated digital system can therefore help employees handle these tasks more systematically.
Hanifah and Khumayah examined how SIKEP was being used in the personnel division and identified the challenges encountered during its implementation. The researchers used a qualitative descriptive approach, collecting information through direct observation and communication with personnel staff. The analysis focused on the system’s ability to support administrative activities, provide accessible information, improve efficiency, and operate reliably under actual working conditions.
The findings indicate that SIKEP has provided practical benefits for personnel administration. Employees can use the system to manage personnel data, enter administrative information, and store employee records digitally. The use of SIKEP has also helped integrate administrative processes that would otherwise require more manual handling.
Employee ability to operate the system was not identified as the main problem. Personnel staff were generally familiar with SIKEP and able to use it in their daily work. This suggests that employees have adapted relatively well to the use of digital technology in personnel administration.
The main challenges were instead related to the technical performance of the system. The research identified glitches, delayed access, and instability when several users accessed SIKEP at the same time. Data-upload processes could also experience problems, potentially delaying administrative work.
Access limitations can also occur under particular circumstances. The research notes that access may become restricted when inspections by the central government are taking place. Personnel staff may have to wait until the inspection process is completed before they can use the system normally again. Such restrictions can slow down the completion of administrative tasks.
These findings indicate that the main challenge in implementing SIKEP at the Cirebon District Court Class IB does not come from employees’ ability to use the system. Instead, the greater challenge lies in the system’s technical capacity to support operational needs consistently. There is still a gap between the expected benefits of the system and its performance under certain working conditions.
The findings also highlight an important lesson for government digitalization. Providing a digital application alone is not enough to guarantee efficient administration. The supporting infrastructure must also be capable of handling users’ needs. Slow access, system errors, and unstable servers can reduce the benefits of digitalization when employees are unable to complete their work smoothly.
Hanifah and Khumayah recommend increasing server capacity and conducting regular system maintenance to reduce disruptions and improve access stability. The researchers also emphasize the importance of managing system access under specific conditions to prevent excessive traffic that could affect system performance. Regular evaluation is needed to ensure that SIKEP continues to meet users’ needs and keeps pace with technological developments.
Improving the system could provide broader benefits for personnel administration. A more stable SIKEP would allow employees to manage personnel data and information more smoothly, while reducing delays caused by technical disruptions. This could contribute to more effective administrative work within the court.
The research demonstrates that successful digital transformation in government institutions depends on both user readiness and technological infrastructure. At the Cirebon District Court Class IB, personnel staff have generally developed the ability to use SIKEP. The next challenge is ensuring that the system itself is sufficiently reliable, stable, and responsive to operational demands.
Overall, SIKEP has provided meaningful support for the digital management of personnel information at the Cirebon District Court Class IB. Nevertheless, system glitches, delayed access, instability during simultaneous use, and access restrictions under certain circumstances remain challenges. Increasing server capacity, conducting regular maintenance, carrying out continuous evaluation, and improving access management could help make SIKEP more reliable and effective for personnel administration.
