Sebatik Island provides an important example of how traditional territorial boundaries are being challenged by digital connectivity. How the Researchers Examined the Issue
The researchers used a qualitative case-study approach focused on Sebatik Island. Rather than relying on a large-scale survey, the study analyzed existing academic literature, national security policy documents, strategic reports, and publications concerning cybersecurity, critical infrastructure, and border governance.
The analysis examined three major areas: digital infrastructure, vulnerabilities involving data and information systems, and the potential influence of digital information operations on public perception.
The researchers then considered how these factors could affect situational awareness—the ability of authorities to obtain, interpret, and respond to information about conditions in their operational environment.

Digital information operations can influence how communities interpret security developments. In a border region characterized by cross-border social and economic interactions, misleading narratives may increase social tension or reduce trust in government institutions.
The findings do not suggest that cyber threats will replace physical threats. Instead, they show that cybersecurity has become an additional layer of territorial defense.
Why Digital Resilience Matters for National Defense
The study by Triyas Prakosa, Deni Dadang A.R., and Dwi Hartono of Universitas Pertahanan Republik Indonesia suggests that physical and digital security must operate together.
A border patrol unit may have an adequate physical presence, for example, but its effectiveness can still be reduced if communication systems fail or if the data used to assess a situation has been compromised. Cybersecurity therefore becomes part of the broader infrastructure supporting territorial defense.
The researchers also identify structural vulnerabilities associated with dependence on telecommunications networks, digital platforms, and technology-based services. The findings have implications for Indonesia’s national security and border-management policies.
The researchers recommend closer integration between territorial defense, cybersecurity, and data protection. Digital infrastructure in border regions should be strengthened through backup systems, early-warning mechanisms, incident-response capabilities, security audits, and improvements in local human resources.
Another important recommendation is the development of integrated situational awareness across government institutions. Secure systems that allow information to be verified and shared efficiently could help authorities identify emerging threats more quickly and coordinate responses more effectively.
The broader message from the Universitas Pertahanan Republik Indonesia researchers is that territorial sovereignty in the digital era extends beyond control of physical land. It also depends on the ability to protect the digital systems and information that support government operations and public life.
In the analysis of Prakosa, Dadang A.R., and Hartono, the security of Sebatik Island therefore needs to be understood as a combination of physical protection, digital resilience, and information security. This approach could become increasingly relevant as border communities become more connected through digital technology.
