This finding was revealed in a study conducted by Saswita, Indah Pusnita, Siti Lady Havivi, Patricia Baliana Da Costa, and Egi Noperta from Stisipol Candradimuka and Universidade Oriental Timor lorosa'e in 2026. The research examined the effectiveness of BLT-DD implementation as a government social protection policy designed to support poor and vulnerable communities at the village level.

The Village Fund Direct Cash Assistance Program (BLT-DD) is one of the Indonesian government’s strategic policies to reduce the economic burden of disadvantaged communities through direct financial support. Through the article entitled “The Effectiveness of the Implementation of the Village Fund Direct Cash Assistance Program (BLT-DD) in Supporting Community Welfare in Jirak Jaya District, Musi Banyuasin Regency,” the researchers analyzed how the program was implemented and how far it contributed to improving community welfare.

The study employed a qualitative approach based on Richard M. Steers’ theory of organizational effectiveness (1985). The analysis focused on three main indicators: goal attainment, integration, and adaptation.

Data were collected through in-depth interviews, field observations, and documentation involving district government officials, village governments, Village Consultative Bodies (BPD), and BLT-DD beneficiary communities. The collected information was analyzed through data reduction, data presentation, and conclusion verification processes.

The findings show that the implementation of BLT-DD in Jirak Jaya District has generally been effective and has provided meaningful benefits for beneficiary families. The assistance has helped communities fulfill daily needs and maintain household economic stability, particularly among low-income groups.

From the perspective of goal attainment, the program successfully supported communities in meeting essential needs. Beneficiaries reported using the assistance for purchasing food, supporting children’s education, covering healthcare expenses, and fulfilling other household necessities.

However, the study found that program effectiveness has not yet reached an optimal level. Some residents who meet the criteria for receiving assistance have not obtained BLT-DD due to limited beneficiary quotas and differences between administrative data and actual socio-economic conditions in the field.

The researchers highlighted that accurate beneficiary data is a key factor in ensuring that social assistance programs reach the communities most in need. Regular data updates and field verification are necessary to prevent exclusion errors and improve program targeting.

Regarding the integration indicator, the study found that coordination among implementing actors has generally worked well. The district government, village government, Village Consultative Body (BPD), village assistants, and communities have performed their respective roles in the process of data collection, verification, village deliberations, and aid distribution.

Village deliberation mechanisms have become an important platform for encouraging participatory governance. Through these forums, stakeholders discuss potential beneficiaries based on community conditions and jointly determine appropriate recipients.

Nevertheless, transparency of information remains an area requiring improvement. Some community members still lack sufficient understanding regarding beneficiary criteria, selection mechanisms, and changes in recipient data. Limited socialization may create misunderstandings and reduce public trust in program implementation.

In terms of adaptation, the research shows that village governments have demonstrated the ability to adjust BLT-DD implementation according to regulatory changes and community conditions. Policy changes related to village fund utilization and beneficiary criteria have been followed up through coordination with district governments and village assistants.

The village government has also attempted to respond to changing socio-economic conditions by updating beneficiary information through village discussions. However, rapid changes in employment, income levels, and population mobility remain challenges for maintaining accurate beneficiary databases.

The findings provide important implications for improving village-based social protection governance. Village governments need to strengthen beneficiary data management systems, improve administrative capacity, and expand public access to information regarding assistance mechanisms.

The study also emphasizes the importance of strengthening coordination between central government institutions, local governments, sub-district authorities, and village administrations. Effective collaboration is essential to ensure that BLT-DD functions not only as a financial distribution program but also as a sustainable social protection instrument.

From a public administration perspective, the success of government programs should not only be measured by the distribution of funds but also by the real benefits experienced by society. The research conducted by Saswita and colleagues demonstrates that BLT-DD has played an important role in supporting rural economic resilience while highlighting the need for improvements in data quality, transparency, and implementation capacity.
