Electronic Traffic Ticketing Improves Road Law Enforcement but Faces Infrastructure Challenges

Indonesia's electronic traffic ticketing (e-Tilang) system has strengthened transparency and efficiency in traffic law enforcement by reducing direct interaction between police officers and motorists. However, limited surveillance infrastructure, uneven public awareness, and implementation gaps continue to hinder its full effectiveness. These findings come from a legal study published in 2026 in the Jurnal Multidisiplin Madani (MUDIMA). The research concludes that while e-Tilang represents a significant step toward modern, technology-based law enforcement, broader infrastructure investment and public education are needed before the system can fully achieve its objectives.

As traffic volumes continue to increase across Indonesia, ensuring road safety has become a growing challenge for law enforcement agencies. Rapid urbanization, rising vehicle ownership, and expanding transportation networks have contributed to higher numbers of traffic violations and road accidents. Traditional ticketing systems have long been criticized for inefficiency, inconsistent enforcement, and opportunities for illegal practices arising from direct encounters between motorists and law enforcement officers.

To address these concerns, the Indonesian National Police introduced the electronic traffic ticketing system (e-Tilang), a digital law enforcement mechanism supported by Closed-Circuit Television (CCTV) technology. Rather than relying solely on roadside inspections, e-Tilang allows traffic violations to be detected electronically, recorded automatically, and processed through digital administrative procedures. This innovation supports the government's broader digital transformation agenda while promoting greater transparency and accountability in public services.

The study examined Indonesia's legal framework governing electronic traffic enforcement through a normative legal research approach. Instead of collecting survey or experimental data, the author analyzed national legislation, Constitutional Court decisions, legal literature, and previous academic studies concerning electronic traffic law enforcement. The analysis focused on the implementation of Law No. 22 of 2009 on Road Traffic and Transportation, Law No. 11 of 2008 concerning Electronic Information and Transactions (ITE Law), Law No. 8 of 1981 on Criminal Procedure, and Constitutional Court Decision No. 20/PUU-XIV/2016, all of which provide the legal foundation for using electronic evidence in traffic law enforcement.

The research explains that e-Tilang performs several important legal functions simultaneously. Besides serving as an official notification for traffic violations, the system also functions as a summons for court proceedings or fine payments and records the temporary seizure of evidence such as driver's licenses or vehicle registration certificates when required. More importantly, CCTV recordings are legally recognized as electronic evidence, allowing them to be used during investigations, prosecutions, and court proceedings under Indonesia's electronic information legislation.

The legal review identified several major findings regarding the implementation of e-Tilang across Indonesia.

Among the most important findings are:

  • Electronic ticketing has improved transparency by minimizing direct contact between police officers and traffic violators, thereby reducing opportunities for bribery and informal settlements.
  • CCTV technology provides legally admissible electronic evidence, strengthening the credibility of traffic law enforcement and judicial proceedings.
  • Public awareness remains uneven, with many road users still unfamiliar with how the e-Tilang system operates. This highlights the need for broader public education campaigns.
  • Infrastructure limitations continue to restrict implementation, particularly because CCTV cameras have not yet been installed in many strategic road locations, especially outside major urban areas.
  • Human resources and operational capacity remain important challenges, including the need for additional monitoring personnel to oversee electronic surveillance systems.

A central part of the study evaluates e-Tilang using the legal sociology framework developed by Soerjono Soekanto, which identifies five essential factors influencing successful law enforcement:

  • The quality and consistency of the legal framework.
  • The integrity and professionalism of law enforcement officers.
  • Adequate infrastructure and technological facilities.
  • Public awareness and legal compliance.
  • Cultural attitudes that support obedience to traffic regulations.

The analysis suggests that e-Tilang has already strengthened several of these elements. By replacing conventional roadside ticketing with automated electronic monitoring, the system reduces discretionary interactions that may lead to corruption. At the same time, motorists become more cautious because violations can be detected at any time through surveillance cameras rather than only during police patrols. This continuous monitoring encourages compliance based on accountability rather than fear of encountering law enforcement officers.

Despite these advantages, the study emphasizes that Indonesia has not yet achieved nationwide implementation. CCTV coverage remains concentrated in major cities, while many regional roads and sections of toll highways still lack sufficient surveillance equipment. As a result, certain traffic violations continue to escape electronic enforcement despite existing regulations. Expanding surveillance infrastructure is therefore considered essential for ensuring equal enforcement across different regions.

The research also points out that technology alone cannot guarantee effective law enforcement. Public understanding of digital ticketing procedures remains limited in some communities, particularly among individuals with lower levels of digital literacy. Continuous public outreach, education campaigns, and clear administrative procedures are necessary to help motorists understand how electronic ticketing works, how fines should be paid, and how legal remedies can be pursued when disputes arise.

For policymakers, the findings highlight the importance of continuing investments in intelligent transportation systems, expanding CCTV networks, and strengthening digital public services. For law enforcement agencies, increasing the number of monitoring personnel and improving operational coordination can enhance the effectiveness of electronic traffic enforcement. Meanwhile, for the public, the study reinforces that compliance with traffic regulations should arise from personal responsibility and awareness rather than solely from the physical presence of police officers.

According to the author, Indonesia's e-Tilang program represents an important modernization of traffic law enforcement. Nevertheless, its long-term success depends on improvements in infrastructure, stronger institutional capacity, greater public legal awareness, and consistent implementation across all regions. When these supporting factors are fulfilled, electronic traffic enforcement has the potential to improve road safety, strengthen public trust, and create a more transparent legal system for all road users.
