Batam Proved Feasible as Indonesian Navy’s Koarmada I New Logistics Hub, Cutting Distance and Costs

FORMOSA NEWS -  Jakarta - The logistics distribution system of the Indonesian Navy’s First Fleet Command (Koarmada I) has the potential to become significantly more efficient. A recent study by researchers from the Republic of Indonesia Defense University (Unhan) recommends shifting the delivery system from a centralized pattern in Jakarta to a regional network by establishing Batam as a new logistics hub. This strategic move is expected to enhance military operational readiness in Indonesia's western maritime zone.

The quantitative case study was published in July 2026 in the Indonesian Journal of Advanced Research by a research team from the Faculty of Engineering and Technology, Defense University, consisting of Wisnu Utomo, Aries Sudiarso, and Sri Yanto. The authors mapped out the geographical challenges of the archipelagic environment managed by Koarmada I. Currently, the fulfillment of personnel and field equipment (Kaporlap) relies heavily on direct deliveries from the Central Depot in Jakarta to widely dispersed destination units. This centralized pattern creates a high dependence on the availability of operational transport modes, leading to extended lead times and inflated distribution costs.

To address these inefficiencies, the research team designed an optimized distribution model combining the Hub and Spoke method with Distribution Requirement Planning (DRP). To determine the most strategic point for the regional hub, the study applied a mathematical Center of Gravity (CoG) calculation, visualized spatially through QGIS software.

The comparative analysis evaluated two potential locations in the Riau Islands province: Batam and Tanjung Pinang. The evaluation proved that Batam is more feasible as a distribution hub due to its aggregate advantages in distance, travel time, distribution costs, and superior transport access for priority needs.

Implementing the proposed Batam Hub model achieved a clear 12.5% aggregate efficiency across three primary performance indicators. The specific breakdowns of the optimization results include:

  • Distribution Distance: The total aggregate distance decreases by 305 nautical miles (Nm), dropping from 2,445 Nm to 2,140 Nm.
  • Travel Time: Shipping duration is cut short by 30.5 hours, reducing aggregate travel time from 244.5 hours to 214 hours.
  • Distribution Costs: The reduction in distance and time directly shrinks operational costs by IDR 523,791,750, lowering the budget from IDR 4,198,920,750 to IDR 3,675,129,000.

Beyond creating cheaper and faster deliveries, the integration of a DRP simulation structures Kaporlap logistics planning into four distinct quarterly periods. Quarter I focuses on initial fulfillment to secure early readiness. Quarter II maintains the continuity of logistics supply. Quarter III handles ongoing stock maintenance, and Quarter IV manages end-of-period reserves and replacement requirements. In terms of academic and practical implications, this research offers a valuable blueprint for military logistics optimization within archipelagic territories. Saving time and state funds directly translates to better maritime security operations, optimized defense budget allocation, and guaranteed timely supply lines for frontline personnel.
