Quality Management of Local Wisdom-Based Extracurricular Programs in Coastal Elementary Schools

Background and Problem

Extracurricular programs at the elementary school level, especially in coastal areas, demand an approach that is not merely an additional activity, but one directed toward character formation, cultural identity, community participation, and sustainable school quality improvement. Although there are many discussions regarding local and community values, their connection to the quality management of extracurricular programs in elementary schools has not been well integrated. This study fills that gap by synthesizing empirical evidence regarding extracurricular management, school culture, leadership, and community support as a basis for a quality model.

Research Methodology

This study employs a Systematic Literature Review (SLR) method guided by PRISMA. Data were collected from the Scopus database with inclusion criteria of articles published from 2021–2026, which were English-language journal articles, had active DOIs, and were based on primary data. After a rigorous screening process from 300 initial articles, 10 articles were selected for synthesis to gain a deep understanding of culture-based educational program management.

Key Findings

  • Quality Determinants: The quality of extracurricular programs is significantly influenced by school leadership, institutional priorities, school culture, teacher readiness, facility availability, practitioner reflection, and community involvement.
  • Role of Local Wisdom: Local wisdom serves as a source of values, social legitimacy, and a foundation for program design that can strengthen students' character.
  • Strategic Function: Non-academic and co-curricular activities have been proven to have strategic functions in increasing participation, strengthening cultural identity, and supporting learning quality.
  • Holistic Approach: Programs managed through a whole-of-school approach, positive school culture, and community support tend to be more sustainable than programs that are merely administrative.

Management Implications

The authors suggest developing an extracurricular management model with the following characteristics:

  1. Contextual and Adaptive: The model must be designed according to the school's environmental conditions, especially for schools in coastal areas that have unique geographic and social challenges.
  2. Participatory: Involving the local community as part of the education ecosystem to ensure the program receives social and material support.
  3. Integrated: Integrating school leadership, program planning, and continuous impact evaluation on students' character and learning achievements.
