Indonesia’s transition toward digital government is gaining momentum at the local level. A recent study by Ira Magfiroh, Irma Purnamasari, and Neng Virly Aprilyani from Djuanda University, Bogor, found that the implementation of the Integrated Dynamic Archiving Information System (SRIKANDI) in Cijeruk District, Bogor Regency, has significantly improved government administrative processes and supported the broader development of e-government. Published in the International Journal of Applied Research and Sustainable Sciences (IJARSS) in 2026, the research highlights how digital archive management can enhance efficiency, accountability, and coordination within local government institutions.

The findings are particularly relevant as Indonesia continues to accelerate the implementation of Electronic-Based Government Systems (SPBE) under Presidential Regulation No. 95 of 2018. The regulation encourages all government agencies to adopt digital technologies to improve public services, transparency, and administrative performance.

One of the flagship initiatives supporting this transformation is SRIKANDI, a national digital archiving platform designed to manage incoming and outgoing correspondence, document disposition, and electronic archives. The application was officially designated as a standard government archiving system through a policy issued by the Ministry of Administrative and Bureaucratic Reform (PANRB). Local governments across Indonesia have gradually adopted the platform to reduce paper-based administration and improve organizational efficiency.

Cijeruk District in Bogor Regency began implementing SRIKANDI in 2023. As a district government office that serves as a direct link between local government and the community, Cijeruk plays an important role in public administration. The successful implementation of digital systems at this level can have a direct impact on government performance and service delivery.

However, transitioning from conventional administrative procedures to a fully digital system has not been without challenges. The researchers found that some employees still rely on printed document dispositions because not all staff members have direct access to SRIKANDI accounts. In addition, administrative processes often continue to operate through both digital and manual systems simultaneously, creating duplicate workloads and reducing efficiency. Technical disruptions and periodic system maintenance also occasionally slow document processing.

To evaluate how effectively SRIKANDI has been implemented, the researchers conducted a quantitative descriptive study involving all 32 employees of Cijeruk District who use the system. Data were collected through questionnaires, interviews, direct observation, and documentation analysis. The study applied George C. Edward III’s policy implementation framework, which evaluates implementation through four key dimensions:

  • Communication
  • Resources
  • Disposition (attitude and commitment of implementers)
  • Bureaucratic structure

These dimensions were used to measure how successfully SRIKANDI supports government administration and organizational performance.

The results indicate that the implementation of SRIKANDI is performing exceptionally well. The overall implementation score reached 4.35 out of 5, placing it in the “Very Good” category. This suggests that digital administration through SRIKANDI has been successfully integrated into the daily operations of the district office.

Among the four dimensions, disposition received the highest score at 4.38. Employees demonstrated strong commitment and positive attitudes toward the digital system, even when facing technical difficulties and transitional challenges. The researchers noted that employee support has been a crucial factor in the success of the implementation.

The bureaucratic structure dimension followed closely with a score of 4.37. Clear standard operating procedures (SOPs), effective coordination among work units, and well-defined responsibilities have helped ensure smooth implementation. Strong organizational coordination has been particularly important in managing digital correspondence and archives.

Communication also performed strongly, receiving a score of 4.34. Employees reported that information regarding system usage, workflows, and administrative procedures was delivered clearly and consistently. Since SRIKANDI has been used in the district since 2023, staff members have become increasingly familiar with digital work processes and communication patterns.

The resources dimension obtained a score of 4.31, indicating that infrastructure and supporting facilities are generally adequate. Computers, internet connectivity, and system administrators are available to support operations. Nevertheless, the study identified limitations in staff access rights and budget optimization, which continue to affect implementation in some areas.

Key findings from the study include:

According to Ira Magfiroh and her colleagues at Djuanda University, the success of SRIKANDI demonstrates that effective e-government implementation requires more than technology alone. Human commitment, organizational readiness, clear communication, and supportive institutional structures are equally important in ensuring successful digital transformation. The researchers emphasize that employee attitudes and commitment played the most significant role in supporting the adoption of the system.

The study also offers practical recommendations for local governments. Expanding account access to more employees would allow document dispositions to be distributed entirely through digital channels. The researchers further recommend reducing paper dependency by utilizing PDF files and other digital communication tools. Regular evaluations of system performance are also considered essential for identifying operational challenges and improving implementation over time.

Beyond Cijeruk District, the findings provide valuable lessons for other local governments across Indonesia. As public institutions continue pursuing digital transformation, SRIKANDI offers a model for improving administrative efficiency while supporting transparency and accountability. The study suggests that a successful transition to digital governance depends on balancing technological innovation with organizational adaptation and employee engagement.
