Competence and Work Ethic Improve Employee Effectiveness at North Sumatra Governor’s Office

Employee competence, communication, and work ethic have been proven to significantly improve work effectiveness at the North Sumatra Governor’s Office. The findings were published in the Indonesian Journal of Business Analytics in April 2026 by Kristiani Simangunsong, Vinta Hotma Rotua Manullang, Andre Fitriano, and Henny Pratiwi from Universitas Prima Indonesia. The study highlights the growing importance of human resource quality in strengthening public services and government performance.

The research involved 130 administrative employees at the North Sumatra Governor’s Office. The researchers examined how competence, communication, and work ethic influence employee effectiveness in a public-sector work environment. The results showed that all three factors have a positive and significant impact on employee performance and organizational effectiveness.

The study describes work effectiveness as a critical element in modern bureaucracy because it directly affects the quality of public services. Employee effectiveness at the North Sumatra Governor’s Office during 2024 ranged from 82.5 percent to 88.3 percent, with an average score of 85.8 percent categorized as “good.” However, the researchers noted that further improvement is still needed to achieve a “very good” category.

The researchers also found that most employees have undergraduate and postgraduate educational backgrounds, which support organizational readiness and administrative performance. Even so, they emphasized the need for continuous competency development through training programs and professional development initiatives.

Communication emerged as another major factor affecting effectiveness. The study identified communication barriers caused by ethnic diversity and the use of local languages in daily interactions among employees. According to the researchers, misunderstandings in workplace communication can slow coordination and reduce overall efficiency.

Work ethic and discipline were also highlighted as important concerns. Attendance data showed relatively high rates of lateness among employees, particularly in February and July 2024. The researchers concluded that weak time discipline and low responsibility toward working hours can negatively affect organizational effectiveness.

The study used a quantitative approach supported by multiple linear regression analysis using SPSS software. Data were collected through interviews, questionnaires, and literature studies involving administrative staff members at the Governor’s Office.

The statistical analysis revealed several important findings:

  • Competence positively influenced work effectiveness with a significance value of 0.007.
  • Communication positively influenced work effectiveness with a significance value of 0.045.
  • Work ethic showed the strongest influence with a significance value of 0.001.
  • Simultaneously, all three variables significantly affected employee effectiveness with an F-value of 50.350.

The researchers also found that competence, communication, and work ethic together explain 56.9 percent of employee work effectiveness. The remaining 43.1 percent is influenced by other factors such as leadership, organizational culture, and work motivation.

Kristiani Simangunsong and her research team from Universitas Prima Indonesia emphasized that improving public-sector performance requires more than formal education. Government institutions also need strong internal communication systems and a disciplined work culture to ensure better public service delivery.

The findings are considered highly relevant for regional governments across Indonesia as they continue implementing bureaucratic reform and digital public services. Strengthening employee competence and professional work culture may help improve administrative efficiency, coordination, and public satisfaction.
