Self-Efficacy and Competence Boost Employee Performance at Bawaslu North Sumatra

Employee performance at the Election Supervisory Agency (Bawaslu) of North Sumatra Province is strongly influenced by self-efficacy, competence, and intrinsic motivation, according to a 2026 study by Mirna Wati Br Gulo, Siti Normi, and Kristanty M.N. Nadapdap from Universitas Methodist Indonesia. The findings are critical as they relate directly to the effectiveness of election oversight and the overall performance of public institutions.

Employee performance plays a central role in organizational success, particularly in strategic institutions like Bawaslu, which is responsible for safeguarding democratic processes. However, performance is not determined solely by systems and procedures, but also by individual factors such as confidence, capability, and internal drive.

The study was conducted at the Secretariat of Bawaslu North Sumatra, involving 80 employees as respondents. Data were collected through questionnaires between September 2025 and February 2026 and analyzed to examine the influence of each factor on employee performance.

Key findings show:

  • Self-efficacy has a positive and significant effect on performance (t = 3.957; sig. 0.000).
  • Competence shows the strongest influence on performance (t = 4.776; sig. 0.000).
  • Intrinsic motivation also has a significant impact (t = 2.537; sig. 0.013).
  • All three variables simultaneously have a significant effect on performance (F = 47.615; sig. 0.000).
  • The model explains 63.9% of the variation in employee performance (R² = 0.639).

These results confirm that employees with strong self-confidence, solid competencies, and internal motivation tend to perform more effectively in their roles.

Mirna Wati Br Gulo from Universitas Methodist Indonesia emphasized that self-efficacy helps employees handle workplace challenges more effectively. She noted that confident employees are more resilient and productive. Competence, meanwhile, forms the foundation of performance by ensuring employees have the necessary skills and knowledge, while intrinsic motivation drives consistency and accountability.

The study offers important implications for public sector management. Government institutions are encouraged to strengthen human resource development through competency-based training, confidence-building initiatives, and work environments that foster intrinsic motivation. For policymakers, the findings highlight the importance of integrating psychological and competency-based approaches in improving institutional performance.
