Collaborative Model Improves Construction Project Supervision Performance in Bali’s Local Government

Ilusstration by AI

Researchers from Udayana University, Bali, introduced a collaborative model to evaluate construction project supervision in Gianyar Regency. The study was conducted by I Dewa Gede Putra Hartawan, I Made Oka Widyantara, Ngakan Ketut Acwin Dwijendra, and Anak Agung Gde Agung Yana, and published in 2026 in the International Journal of Integrated Science and Technology (IJIST). The research highlights how stronger collaboration among stakeholders can significantly improve the quality, efficiency, and accountability of government construction projects.

Construction supervision plays a critical role in ensuring that public infrastructure projects are completed on time, within budget, and according to quality standards. In many local governments, however, supervision often faces challenges. Poor coordination between institutions, overlapping responsibilities, and limited communication among stakeholders can weaken oversight and reduce project performance.

The team from Udayana University’s Faculty of Engineering examined how collaboration between multiple stakeholders—such as government officials, consultants, and project supervisors—can strengthen the supervision system.

Simple Research Approach

The researchers combined qualitative and quantitative methods.
First, they explored issues in construction supervision through interviews and literature analysis. Then, they tested relationships between key factors using statistical modeling to evaluate how different variables influence supervision performance.

This mixed approach allowed the researchers to capture both real-world experiences from practitioners and statistical evidence supporting the proposed evaluation model.

Key Findings

The study identifies several factors that strongly influence the effectiveness of construction project supervision:

  • Clear roles and responsibilities among stakeholders improve coordination.
  • Effective communication between institutions strengthens supervision processes.
  • Transparency in project management increases accountability.
  • Trust between stakeholders enhances collaboration and decision-making.

The researchers also found that collaboration acts as a critical bridge connecting project inputs, supervision processes, and final outcomes.

According to the authors, integrating these elements into a structured evaluation model can help local governments monitor supervision performance more systematically.

Benefits for Public Infrastructure Governance

The model offers practical benefits for regional governments managing infrastructure projects. By strengthening collaboration among stakeholders, governments can:

  • improve project monitoring and accountability,
  • reduce conflicts caused by overlapping authority,
  • enhance efficiency in project implementation, and
  • ensure better infrastructure quality for communities.

The researchers emphasize that effective supervision is not only a technical process but also a governance issue that requires cooperation between institutions.

As explained by the authors from Udayana University, integrating collaboration into supervision systems can help local governments manage complex construction projects more effectively while maintaining transparency and public trust.
