The research conducted by Nur Fajriani S shows that the success of PTSL depends not only on administration, but primarily on the level of legal awareness of the community. This finding is important because many plots of land in Gowa remain unregistered and uncertified.

Nur
Fajriani S explains that low participation in PTSL is closely linked to limited
legal awareness. Legal awareness is not simply about knowing that regulations
exist. It includes understanding their meaning, developing positive attitudes
toward the law, and demonstrating compliance in practice.
“Good regulations will not function effectively without supportive legal culture,” Nur Fajriani S of Universitas Bosowa states in her article. She emphasizes that changing public perception is essential to achieving sustainable land registration outcomes.
Field-Based
Qualitative Approach
The
study applied a qualitative case study approach in Timbuseng Village, Gowa
Regency. Data were collected through interviews, direct observation, and
documentation.
This approach allowed the researcher to explore community perceptions and experiences in depth, while assessing how the educational strategies implemented by BPN Gowa were received by residents.
Education
Strategies: Counseling and Continuous Socialization
The
research identifies two main strategies used by BPN Gowa to increase legal
awareness:
- Formal counseling sessions
Public meetings were organized involving village officials, police officers, prosecutors, and members of the Indonesian National Armed Forces. BPN explained technical aspects of PTSL, while legal authorities highlighted the importance of land legality from a legal perspective. - Ongoing community socialization
Information about land registration was delivered continuously during village gatherings, neighborhood meetings, and other community events. The language used was simple and accessible to ensure clarity.
These strategies align with three key elements of effective policy communication: clear information delivery, message consistency, and sustained outreach.
Strong
Regulatory Framework
The
PTSL program is supported by national regulations, including Presidential
Instruction Number 2 of 2018 on the Acceleration of Complete Systematic Land
Registration. This legal framework provides a solid foundation for
implementation across Indonesia, including in Gowa Regency.
However, the study underscores that regulations alone are insufficient. Without consistent legal education, communities may remain hesitant or delay registration.
Impact
on Communities and Public Policy
The
findings carry important implications:
- For communities, improved legal
awareness strengthens land security and opens economic opportunities.
- For local governments, participatory
education increases public trust and engagement.
- For policymakers, communication-based
legal education models can be replicated in other rural regions facing
similar challenges.
The study recommends that BPN Gowa continue enhancing the quality and intensity of legal education through participatory and sustainable approaches. The Timbuseng Village Government is also encouraged to act as an active educational partner by facilitating regular outreach and simplifying land-related information.
Building
a Stronger Legal Culture
The
research demonstrates that the success of land registration programs depends
not only on administrative targets, but also on cultivating a strong legal
culture within the community. Continuous legal education helps shift public
attitudes from reactive conflict resolution toward proactive legal protection
of land rights.
Future research is encouraged to develop measurable frameworks to assess the long-term effectiveness of legal education in increasing land registration awareness under various social conditions.
