Public Services as a Direct Link Between Government and Citizens
Public services represent one of the most direct forms of interaction between government institutions and the community. The quality of these services is determined not only by the final results but also by how openly, responsibly, and responsively the services are delivered.
Within the Good Governance framework, citizens need access to clear information, understandable procedures, accountable public officials, and timely responses to their needs and complaints.
The study at the Lhokseumawe City PUPR Office specifically examined three Good Governance principles: transparency, accountability, and responsiveness. These three aspects were selected because they are closely connected to the public service process experienced by citizens.
Service Information Is Made Available Through Multiple Channels
In terms of transparency, the Lhokseumawe City PUPR Office provides information about service types, procedures, requirements, and estimated completion times. The information is delivered through the official website, information boards, social media, and direct assistance from staff.
The study also found that different types of services have Standard Operating Procedures (SOPs) containing administrative requirements, costs, and estimated completion times.
Providing this information helps citizens understand service requirements and procedures before submitting their requests. However, the findings also indicate that some technical information is still difficult to understand, meaning citizens sometimes need to ask staff directly for clarification.
This shows that transparency is not only about making information available but also about ensuring that the information can be easily understood by the people who use public services.
Accountability Is Supported by SOPs and Reporting Systems
The accountability principle is implemented through clear divisions of duties and responsibilities among public officials. Service processes are also recorded through a tracking system, from the receipt of documents to the completion of services.
The PUPR Office also conducts periodic performance reporting to organizational leaders and relevant stakeholders. Administrative documents and leadership decisions are documented to support auditing and verification processes.
These mechanisms allow service activities to be monitored and provide a basis for accountability.
However, the study also found that service users still need clearer information about the progress of complaints. One community informant explained that a mechanism for following complaints already exists, but information about how complaints are handled and when their outcomes can be known is not always sufficiently clear.
Digital Communication Supports Responsiveness
The third principle examined in the study was responsiveness, referring to the ability of government institutions to respond to community needs and complaints.
The Lhokseumawe City PUPR Office uses several communication channels, including telephone services, its website, social media, and complaint mechanisms. Platforms such as Instagram, Facebook, and WhatsApp are also used to facilitate two-way communication with citizens.
The study found that citizens can submit questions and complaints through these channels. However, responses through email and social media can sometimes take several days.
The office also involves local communities in the planning and implementation of infrastructure projects. This involvement provides another avenue for communication between the government and service users.
Technology and Human Resources Remain Challenges
Although Good Governance principles have been implemented, the study identified several obstacles affecting public service delivery.
One of the challenges involves information technology infrastructure. Limitations in server capacity, bandwidth, and system capacity can slow the updating of information on the official website.
Human resources are another challenge. Not all employees have the same level of ability in managing modern information systems and public communication platforms.
The study also found that information about policies and PUPR programs can be highly technical and difficult for the general public to understand. In addition, delays in verifying information from different divisions can mean that published information is not always updated quickly.
Limited budgets and uneven public understanding of service procedures also affect the implementation of Good Governance.
PUPR Office Strengthens Digitalization and Service Simplification
To address these challenges, the Lhokseumawe City PUPR Office has implemented several measures.
Information technology is being strengthened through improvements in server capacity and the development of an integrated management information system. The delivery of public information is also being simplified through infographics and service guides.
Internally, accountability is strengthened through performance targets and periodic supervision. Service and administrative procedures are also being simplified to reduce unnecessary steps.
The public complaint system is being strengthened through dedicated teams and complaint-tracking mechanisms. Meanwhile, employee capacity is being developed through additional staffing and continuous training.
Good Governance Requires Continuous Improvement
The study shows that Good Governance at the Lhokseumawe City PUPR Office is reflected in three main areas: transparency, accountability, and responsiveness.
Transparency is supported by service information, SOPs, websites, social media, and information boards. Accountability is implemented through clear divisions of responsibility, SOPs, reporting systems, and employee performance evaluations. Responsiveness is supported by various communication and complaint channels.
However, further improvements are still needed, particularly in making information easier to access and accelerating follow-up on public services and complaints.
The researchers recommend optimizing the delivery of service information, strengthening public complaint management, conducting regular service performance evaluations, improving information technology infrastructure, and developing employee competencies.
Implications for Public Services
The implementation of Good Governance provides a framework for public institutions to develop services that are more transparent and accountable. For the PUPR Office, strengthening digital technology can help improve information delivery and complaint management.
At the same time, technology needs to be supported by employees with adequate technical and communication skills. Public information should also be presented in language that is easy for citizens to understand so that transparency does not simply mean making data available.
Strengthening complaint mechanisms is another important element. Citizens need not only a channel for submitting complaints but also information about the progress and follow-up of their reports.
Through these improvements, public services can continue moving toward processes that are more transparent, accountable, and responsive to community needs.
