Gedung Sate occupies an important place in Bandung’s architectural history. During the Dutch East Indies period, the building served as the headquarters of the Department of Public Works, known at the time as Verkeer en Waterstaat. Its development took place within the broader growth of modern architecture between the 1920s and 1940s.
According to Dwiyandana, Susetyarto, and Purnomo, however, Gedung Sate cannot be understood simply as a European colonial building. Its architectural character reflects an interaction between modern Dutch colonial architecture and traditional Indonesian architecture, particularly elements associated with West Java and the tropical environment.
When European Modernism Met Local Architecture
The introduction of modern architectural theories from Europe brought new principles to Indonesia, including functional planning, rational construction, and simplified forms. Yet European architectural concepts had to adapt to Indonesia’s tropical climate, locally available materials, construction techniques, and cultural environment.
Gedung Sate illustrates this adaptation. The researchers describe its architectural character as part of the Indisch architectural tradition, which emerged through interaction between colonial modern architecture and Indonesian traditional architecture. The result was not simply a copy of European design, but a hybrid architectural expression that responded to local conditions.
The study distinguishes between local and non-local components. Local components include tropical architectural characteristics as well as vernacular and traditional Indonesian elements. Non-local components are primarily associated with Dutch colonial architecture and broader European architectural traditions.
The researchers used the semiotic approach of Charles Sanders Peirce to examine how architectural elements communicate meaning. In this approach, architectural features can function as signs. Their shape, function, and symbolic associations can reveal information about the culture and historical context in which a building was created.
Four Steps Used to Read Gedung Sate
Dwiyandana, Susetyarto, and Purnomo used a qualitative approach to examine Gedung Sate. Their analysis involved four broad stages: observation, exploration, analysis, and interpretation.
The researchers first observed the building’s architectural expression in relation to climate and culture. They then examined spatial elements and the relationship between the building and its surroundings. The analysis compared local and non-local architectural components before interpreting the meanings associated with spaces, roofs, walls, floors, and other architectural features.
This approach allowed the researchers to go beyond describing what Gedung Sate looks like. It also examined why particular forms were used and what cultural or functional meanings those forms may communicate.
The Roof Carries Multiple Cultural Influences
One of the clearest examples appears in Gedung Sate’s roof. The researchers identified a trapezoidal roof form influenced by traditional Javanese architecture. The central tower incorporates a Meru-like form associated with Balinese temple architecture.
These features are not merely decorative. The researchers interpret the roof forms as having a functional relationship with the tropical climate while also carrying cultural associations. This suggests that local architectural elements were incorporated not only for visual identity but also as part of environmental adaptation.
The roof structure also demonstrates the combination of local and non-local technology. A steel frame reflects the influence of Dutch and European construction technology, while the use of wooden shingles represents a local architectural component.
The roof’s ornaments provide another layer of meaning. A series of semicircular forms resembling fish scales has been associated with traditional Priangan ornamentation. Wooden ornaments resembling a series of stupas have also been interpreted as reflecting classical architectural influences. The researchers further discuss the symbolism associated with six circular elements and the popular connection between the building’s ornaments and the name “Gedung Sate,” or “Satay Building.”
Walls Combine Tropical Design With European Styles
The walls provide another example of architectural synthesis. Their relatively flat and symmetrical composition is accompanied by repeated arches, windows, ventilation openings, and classical European-style details.
The researchers identified influences associated with Roman and Renaissance architecture in several wall elements. At the same time, the arrangement of openings and other features responds to the tropical environment. The wall structure combines columns, steel beams, and brickwork, while materials include brick, concrete, sand, and lime.
Doors, windows, and ventilation openings also contribute to the building’s architectural identity. They serve practical purposes such as lighting and air circulation while simultaneously carrying stylistic influences.
The researchers identified a variety of cultural references in these openings and ornaments, including Moorish or Arab-style arches, lotus motifs, Hindu-related elements, and symbols interpreted in relation to Islam, Christianity, Hinduism, and Confucianism in the Dutch East Indies.
Spatial Planning Reflects Function and Climate
The meaning of Gedung Sate also appears in its spatial organization. The building separates public, private, semi-private, and service areas, reflecting a Western approach to functional zoning.
The spatial hierarchy also corresponds to organizational structure, from leadership areas to employee and service spaces. At the same time, the building’s orientation reflects tropical climate considerations. Its wider sides face north and south, while the eastern and western sides are narrower, helping reduce exposure to direct sunlight and glare.
The north-south spatial axis is also associated with Javanese spatial traditions, while the building’s symmetry reflects Western architectural influence. The result is another example of local and non-local principles functioning together within a single architectural system.
Flooring Shows the Same Pattern of Cultural Synthesis
Flooring materials further demonstrate the combination of local and non-local components. The researchers identified marble, ceramic tiles, terrazzo, and andesite stone among the materials used in the building.
Andesite stone is interpreted as a local component, while ceramic and terrazzo are categorized as non-local influences. The selection of materials varies according to the function and character of individual spaces, showing that material choice was connected to both practical and aesthetic considerations.
Why Gedung Sate Matters Today
Overall, the research identifies three major dimensions through which Gedung Sate can be understood: function, form, and meaning. Some architectural elements serve practical purposes, including spatial organization and climate adaptation. Others have iconic meanings because their forms resemble recognizable cultural or architectural references. Some also carry symbolic meanings connected to cultural values and historical interpretations.
The researchers argue that understanding these relationships can contribute to architectural education and heritage conservation. Dani Dwiyandana, Martinus Bambang Susetyarto, and Agus Budi Purnomo of Universitas Trisakti show that local identity does not necessarily disappear when architecture incorporates foreign influences. Instead, local traditions can interact with external architectural ideas to produce a distinctive architectural identity.
This perspective is particularly relevant for Indonesia, where many historic buildings reflect centuries of cultural interaction. Studying them as combinations of function, form, technology, climate response, and cultural symbolism can provide a richer understanding of architectural heritage.
For students and professionals in architecture, the case of Gedung Sate demonstrates that modernization does not have to mean abandoning local identity. For heritage policymakers, it reinforces the importance of preserving not only a building’s physical structure but also the cultural meanings embedded in its architectural elements.
