The Influence of Leadership Style on Employee Performance in Government Institutions

Employee performance in government institutions is regarded as a critical indicator of the success of bureaucratic reform, the quality of public services, and organizational accountability. Despite this, empirical evidence regarding the influence of leadership style on employee performance in the public sector still shows varied patterns. This study, conducted by Stephanus Aditya Purnama and Naning Margasari from Universitas Negeri Yogyakarta in May 2026, aims to synthesize the influence of various leadership styles on employee performance and identify the mechanisms underlying this relationship.

Background and Challenges

The effect of leadership on employee performance often does not stand alone but is mediated by various factors such as motivation, organizational culture, digital readiness, and overall organizational behavior. The diverse context of bureaucracy in Indonesia makes a deep understanding of the most effective leadership styles a unique challenge for policymakers.

Systematic Review Methodology

The researchers employed a Systematic Literature Review (SLR) approach, referring to PRISMA guidelines. The search focused on the Scopus database using keywords such as: leadership, performance, civil servant, public, Indonesia, and government. From 907 initially identified articles, the researchers performed a rigorous screening to obtain relevant empirical data regarding leadership dynamics in the public sector.

Key Findings

This research highlights several important findings regarding the relationship between leadership and performance in government institutions:

  • Diversity of Leadership Styles: There is no single absolute leadership style; leadership effectiveness is highly dependent on the situation and organizational needs.
  • Role of Mediating Variables: The influence of leadership on employee performance is heavily shaped by work motivation, organizational culture, and the level of digital readiness within the institution.
  • Bureaucratic Reform: Transformational and authentic leadership styles tend to have a more significant positive impact on improving employee performance compared to rigid leadership styles.

Implications for Government Institutions

Based on these findings, the authors suggest that to improve employee performance, government institutions must:

  1. Develop Leadership Competency: Provide adaptive leadership training for officials so they can adjust their leadership styles to the demands of the times.
  2. Strengthen Organizational Culture: Create a supportive work environment that fosters employee motivation.
  3. Digital Integration: Given the importance of digital readiness, leaders must be able to integrate technology into workflows to support public service efficiency.
