One of the study’s most notable insights is that leadership has a stronger impact at the local level than at the provincial level.

  • District/city governments: β = 0.541
  • Provincial governments: β = 0.403

This difference reflects institutional realities. Local governments tend to be less bureaucratic and more flexible, allowing leaders to implement changes more effectively. In contrast, provincial governments operate within more rigid structures that can limit leadership influence.
