ASN Competency Drives Performance, Supervision Strengthens Organizational Culture in Ponorogo

The performance of State Civil Apparatus (ASN) at the Regional Secretariat of Ponorogo Regency has come into focus in a 2026 study conducted by a team of academic researchers. The study highlights competency as the most dominant factor in improving ASN performance, while supervision plays a key role in strengthening the impact of organizational culture. These findings offer strategic insights for local governments aiming to enhance public service quality.

Performance challenges among ASN in Indonesia remain linked to competency gaps and a limited focus on outcome-based work. In Ponorogo, similar patterns appear in delayed administrative tasks and routine-driven work practices. This situation underscores the need to examine key factors influencing ASN performance, particularly competency, organizational culture, and supervision.

The study involved 68 ASN employees at the Regional Secretariat of Ponorogo Regency. Data were collected through questionnaires and analyzed using a quantitative approach to identify relationships between variables. This method allowed researchers to objectively determine which factors most strongly influence ASN performance.

The findings reveal several key points:

  • ASN competency has the strongest influence on performance, making it the primary driver.
  • Organizational culture significantly contributes to improving ASN performance.
  • Supervision has a direct effect on performance and strengthens the relationship between organizational culture and performance.
  • However, supervision does not affect the relationship between competency and performance, indicating that competency works independently as an internal factor.
  • Overall, the research model explains 68.2% of the variation in ASN performance.

These results confirm that improving ASN performance cannot rely solely on supervision systems. Individual competency remains the foundation. However, a strong organizational culture produces greater impact when supported by effective supervision.

The researchers emphasize the importance of prioritizing competency development through continuous training programs while strengthening value-based work culture. “Competency directly drives performance, while organizational culture requires supervision to ensure consistent implementation,” the research team noted.

The implications of this study are significant. For local governments, the findings can guide the development of more targeted human resource policies. For education and training institutions, the study reinforces the importance of competency-based learning. For the public, improved ASN performance is expected to lead to faster, more transparent, and more professional public services.
